Associate Planner Underfill Option

Provides technical planning and customer service support for the Community Development Department, including assisting with various economic development, planning, and building related duties.

Under the direct supervision of the Principal Planner & Community Development Director.

Essential Duties & Responsibilities

  1. Interprets and applies relevant state, county, and local codes, ordinances, and regulations, including the City's Comprehensive and Master Plans. Assists with updates and maintenance of plans and related documents.
  2. Assists with duties related to the conduct of meetings and communication with the Planning & Zoning Commission and Board of Adjustment.
  3. Prepares and presents reports for various commissions and boards.
  4. Reviews development applications, including land use cases, residential and commercial development permits, plats, and ordinance amendments.
  5. Communicates with the public to provide information on various issues related to the functions of the Community Development Department.
  6. Conducts extensive research for projects and prepares formal and technical reports and correspondence.
  7. Conducts research and prepares statistical reports on land use, physical development, and social and economic factors.
  8. Assists in compliance efforts for zoning and building violations.
  9. Assists in the public notification process for land use cases.
  10. Updates and maintains certain GIS data in the form of online databases and features, Story Maps, Applications, and Experiences.
  11. Performs field inspections to gather data for the development review process and/or to verify development projects comply with approved plans.
  12. Deals effectively and courteously with fellow employees and the public.
  13. Performs other duties as assigned.

Important Duties:

  1. Attends various meetings & training sessions deemed appropriate by supervisor or department head.
  2. Maintains a neat and orderly work area.

Minimum Qualifications

Education & Experience:

  • Must possess a bachelor's degree in planning, engineering, public administration, project management, or related fields. Job related experience may be substituted for the education requirement on a year-for-year basis.
  • Must have at least two (2) years of prior professional experience in a related role.
  • Prior professional municipal experience strongly preferred.

Knowledge, Skills, & Abilities:

  • Must possess knowledge of planning principles and practices; Must possess knowledge of Federal and State of Missouri laws, regulations, and guidelines relating to all aspects of planning, zoning, building, and general construction; Must possess knowledge of State of Missouri laws, regulations, and guidelines relating to municipal government; Must possess advanced working knowledge of the Microsoft Office Suite; Possess working knowledge of ESRI's ArcGIS software and related applications, specifically ArcMap, ArcPro, ArcGIS Online, Portal, and Survey 123; Possess a working knowledge of the principles, methodology, and practice of research and data collection, as well as statistical, algebraic, or geometric knowledge, and the ability to apply such knowledge to practical situations; Must possess the ability to read and interpret maps, building plans, aerial photography, and other graphic material; possess superior communication skills including the ability to convey messages clearly and concisely in verbal and written form; be capable of utilizing creative problem-solving skills to address difficulties relating to a wide range of issues and situations; Must be able to maintain projects effectively and meet firm deadlines; Must be able to maintain records and prepare reports; Must be able to make decisions under pressure in areas of responsibility.

Special Requirements:

  • Must possess a valid Missouri State Driver's License and in some cases must provide own vehicle for on-the-job transportation purposes.
  • American Institute of Certified Planner (AICP) or other nationally recognized planning certification preferred.
  • Certified Floodplain Manager (CFM) certification preferred.

Miscellaneous Requirements:

  • May be required to work a variety of shifts including nights, weekends, or holidays.
  • Subject to emergency call-in.
  • Must be a dependable person due to the small size of the work force.

Supplemental Information

Physical Demands:

Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse.

Work Environment:

Primarily indoors with heating and cooling in a general office environment. May be required to visit construction or project sites as needed outdoors.
